1. Key Requirements for LTA RPZ AIP
The Land Transport Authority (LTA) Approval-in-Principle
(AIP) for pile design and pile layout plans is a critical regulatory
requirement for construction projects within the Railway Protection Zone (RPZ)
in Singapore. The RPZ is generally defined as land within 40m of any rapid
transit system (RTS) structure.
Approval Trigger: Any pile foundation installation (bored
piles, driven piles) within the RPZ requires prior approval from LTA.
Submission Channel: Under the new CORENET X framework, this
is part of the Piling Gateway (optional) or as part of the Design/Construction
Gateway.
Key Documents Required:
Engineering Assessment Report: Prepared by a Qualified
Person (QP), detailing the impact of piling on existing MRT structures.
Detailed Pile Layout Plan: Showing pile locations,
diameters, and distances from MRT structures.
Method Statement: Outlining the construction method (e.g.,
vibration-free piling methods).
Instrumentation and Monitoring Plan: Procedures for
monitoring ground and MRT structural movement.
Certified Survey Plan (CSP): Prepared by a Registered Land
Surveyor, required for works within the MRT 1st Reserve.
Piling Design and Layout Considerations
Restriction Distances: Piling within the 1st Reserve (6m
from the outermost edge of MRT structures) is heavily scrutinized.
Design Criteria: Designs must adhere to the Code of Practice
for Railway Protection.
Performance-Based Design: If adopted, QP(D) must submit
multiple sets of design parameters, starting from the most conservative, and
verify them via Ultimate Load Tests (ULT).
Allowable Movement: Strict limits on soil settlement and
structure/track deflection.
Failure to obtain proper AIP can result in delays, as the
project requires clearance from the LTA-DBC (Development & Building
Control) before commencing works.
2 LTA Street Plan Clearance
In Singapore, LTA Street Plan Clearance is a crucial
regulatory approval process managed by the Land Transport Authority (LTA) for
construction projects that involve building new streets or altering existing
public streets. This clearance ensures that road infrastructure, including
drains, kerbs, and footpaths, aligns with safety, operational, and design
standards.
Here are the key details regarding LTA Street Plan
Clearance:
2.1. The Purpose of Street Plan Clearance
Safety & Functionality: Ensures all new or modified
streets are designed to LTA standards for safe traffic flow.
Integration: Ensures the new street connects properly with
existing road infrastructure, including development levels, drainage, and
public utilities.
Compliance: Validates that the development meets the
requirements of the Street Works (Street Works by Private Persons) Regulations.
2.2. Submission and Approval Process
Appointed Qualified Person (QP): A Professional Engineer
(PE) must be appointed to prepare, submit, and supervise the construction of
the new street.
Stages of Submission:
Design Gateway (DG): Preliminary approval of the layout plan
(Street & Parking).
Construction Gateway (CG): Formal Street Plan Clearance,
which includes detailed M&E (Mechanical & Electrical) products and
final design, is needed to begin construction.
Electronic Submission: Plans are typically submitted via the
CORENET X system or LTA.PROMPT.
2.4. Special Scenarios
Lodgement Scheme: For certain developments, a
"self-declaration" (lodgement) scheme is available where the PE
certifies compliance, allowing for a faster, automated acknowledgement.
External Works: If external works are still under review
while internal ones are ready, LTA may issue separate, conditional approvals.
Railway Protection Zone (RPZ): Works near MRT lines require
additional approval from LTA’s Development & Building Control Division.
2.4. Validity
If construction does not commence within 2 years of
receiving LTA's comments, the proposal must be resubmitted for approval.
For specific, detailed, and up-to-date guidelines, it is
necessary to refer to the LTA Code of Practice for Works on Public Streets and
the Standard Details of Road Elements (SDRE).
3. Our service
3.1 LTA Professional Engineer (Supervising Qualified Person)
3.2 LTA RPZ PE Assignee (PEA)
3.3 LTA Prompt Registered Site supervisor
The Permit for Road Occupation Management Portal or ´´LTA.
PROMPT´´ allows users to submit their applications to the various land-managing
agencies for permission to carry out works in the areas managed by the
respective agencies before they commence works. It is not intended for the
submission of work proposals as these require prior planning approval from the
relevant authorities and agencies.
Important
note: LTA Service Level Agreement (i.e. expected response time) for
Independent Submission under CORENET X on
